ISV calculator

How much ISV will you pay?

ISV (Imposto Sobre Veículos) is the vehicle tax paid once, when a car is legalised in Portugal. Using the 2026 tables, the amount appears as you answer — with a breakdown of each part and no contact details required.

Worked examples

Three cars, three ISV bills.

Illustrative cases using the 2026 tables, to show what drives the tax: the age, the emissions test and, for plug-ins, the electric range.

  • Age matters

    2019 diesel estate

    • Used, from the EU
    • first registered 03/2019
    • 1,968 cm³
    • 127 g/km WLTP
    • particulates < 0.001 g/km
    Tax without reduction (as new)
    €5,744.83
Reduction for 7 years and 7 months of use (65%)
    −€3,734.14
    ISV payable
    €2,010.69

Pays €3,734.14 less than the same car would new.

  • NEDC test

    2017 petrol compact

    • Used, from the EU
    • first registered 09/2017
    • 1,395 cm³
    • 125 g/km NEDC
    Tax without reduction (as new)
    €2,297.13
Reduction for 9 years and 1 month of use (75%)
    −€1,722.85
    ISV payable
    €574.28

Pays €1,722.85 less than the same car would new.

  • Electric range matters

2021 plug-in SUV with 42 km of range

    • Used, from the EU
    • first registered 05/2021
    • 1,969 cm³
    • 48 g/km WLTP
    • 42 km electric range
    Tax without reduction (as new)
    €4,829.31
Reduction for 5 years and 5 months of use (52%)
    −€2,511.24
    ISV payable
    €2,318.07

With 50 km or more of electric range, it would pay 25% of the table: €579.52 — €1,738.55 less.

Illustrative examples — not client cases. Calculated on 24/10/2026 with the ISV Code in force; in the calculator, the car's age counts up to today. The amount for each car is set by the Tax and Customs Authority.

How it is calculated

What goes into the figures

The calculator follows the ISV Code in force. In short:

  • For cars, the tax adds an engine size component and an environmental component (CO₂ emissions, under the WLTP or NEDC test). If the environmental component is negative, it is deducted from the engine size component.
  • Diesel cars pay an extra €500, unless the COC shows particulates below 0.001 g/km.
  • Used cars registered in another European Union country get a 10% to 80% reduction, depending on their age.
  • Plug-in hybrids with 50 km or more of electric range and emissions below 50 g/km (80 g/km if type-approved under Euro 6e-bis) pay 25%. Electric cars pay no ISV.
  • Light commercials pay under table B, at 10% to 100% depending on the seats, the load area and the drive. Motorcycles pay a fixed amount by engine size.
  • For cars and light commercials, the tax is never less than €100.

For used cars from the EU, if the tax from the tables is higher than what results from the car's market value, you can ask customs to calculate it with the formula in article 11(3) of the ISV Code. Ask us whether it applies to your case.

Costs

What the estimate does not include

ISV is only one of the three parts of the cost of legalising a car.

Tax

Mainly ISV, paid once when the vehicle is legalised. It is assessed by the Tax and Customs Authority (AT).

You can estimate it in the calculator.

Fees and expenses

Inspection, type approval, plates and registration. They vary with the vehicle and the process.

We list them in the quote.

Pormenor's fees

Our work preparing and following the process.

Quote after looking at your case.

The cost of legalising has three parts: tax, fees and expenses, and our fees. A tax estimate covers only the first; the full quote includes all three.

How are the costs worked out?

There are three different parts: the tax (for example, ISV), assessed by the Tax and Customs Authority (AT); the fees and expenses of the procedures, such as inspection, registration and plates; and Pormenor's fees.

Once we have looked at your case, we give you a quote for our services and tell you what other expenses to expect. The calculators estimate the tax, not the full quote.

Is the calculator result the final ISV?

Not necessarily. A calculator gives an estimate from the data you enter. The tax is assessed by the Tax and Customs Authority (AT) during the legalisation process, based on the vehicle's official data.

Where do I find the engine size and CO₂?

On the registration document from the country of origin and on the COC. Check whether the CO₂ value was measured under the WLTP or the NEDC standard — the calculators ask for this.
