Moving or returning to Portugal

Moving to Portugal? You may bring your car without paying ISV.

If you transfer your residence to Portugal — including emigrants returning home — you may be exempt from vehicle tax (ISV), provided you meet the legal conditions. We analyse your case and handle the legalisation.

01

Who it is for

  • You are a Portuguese emigrant returning to Portugal with your car.
  • You live in another country and are moving your residence to Portugal with your car.
  • You have already moved, or returned, and brought your car, which still has foreign plates.
  • You want to know whether your case can qualify for the transfer-of-residence regime.

02

What the law says, in short

The Portuguese Vehicle Tax Code (Código do ISV, articles 58 to 61) provides an ISV exemption for vehicles of people who transfer their residence to Portugal from another EU Member State or from a non-EU country. It is not automatic: it depends on requirements — for example, on ownership and use of the vehicle before the move and on your previous residence —, on an application made within the legal deadline, and the vehicle remains subject to conditions after it is legalised.

  1. We analyse whether your case can qualify.

  2. We tell you which documents you will be asked for.

  3. We prepare and follow the application and the legalisation of the vehicle.

  4. We explain the obligations that remain after legalisation.

03

What helps to get started

For a first analysis, it helps to know:

  • The country where you lived and the dates of your residence there.
  • When you bought the vehicle, and its registration document.
  • A document proving your residence abroad, such as a certificate of residence.

Each case is assessed under the law in force and the customs authority's decision. We don't guarantee the exemption: we tell you frankly whether your case can qualify.

Legal framework: Vehicle Tax Code (ISV), articles 58 to 61, and guidance from the Tax and Customs Authority (ruling on the transfer of residence, in Portuguese), accessed on 23/10/2026. This page does not replace an assessment of your case or the decision of Customs.

FAQ

Questions before you contact us

If your question isn't here, ask us directly.

Talk to Pormenor
Do I have to come to the office?

You can start by WhatsApp, phone or email and send us the vehicle details without travelling. Some steps require the vehicle itself, such as the inspection. We explain what has to be done in person in your case.

Does Pormenor guarantee approval?

Approvals and the issuing of documents are up to the competent authorities, such as IMT, the Tax and Customs Authority (AT), inspection centres and the Registry Office. Our job is to prepare and follow the procedures included in the service, so the process moves forward with the documents in order.

Does moving to Portugal mean I don't pay ISV?

The Portuguese Vehicle Tax Code (Código do ISV) provides an exemption for the vehicles of people who transfer their residence to Portugal — including emigrants returning home — but it has conditions: on ownership and use of the vehicle, your previous residence and the deadlines for the application. It isn't automatic. We look at your case and explain what applies.
